PROCUREMENT MANAGER

JOB SUMMARYThe Procurement Manager leads Park City Municipal's procurement administration, processes, and strategies.
The Procurement Manager supports managers and staff with procuring goods and services, including equipment and supplies, professional engineering and architect services, construction, information technology, and other commodities.
This position is a creative problem solver, experienced procurement/purchasing manager, team player, good writer, excellent communicator, and administrator.
Ensures compliance with the City's policies and procedures.
TYPICAL DUTIES Supports City staff in selecting appropriate procurement processes, including preparing and executing RFP and RFQ documents, Invitations to Bid, and related processes, to procure goods and services, including equipment and supplies, professional engineering and architect services, construction, information technology, and other commodities.
Provides oversight and direction related to associated agreements and contract processes, including using State contracts and exceptions.
Edits draft solicitations for accuracy, completeness, clarity, and compliance with internal processes and rules.
Coordinates between the City staff and external contractors and vendors as needed.
Regularly meets with project managers to understand project scope, budget, timetables, complexity, contractor/subcontractor structure, potential risks, performance, contracting, and close-out issues.
Tracks and reports on purchasing processes and contracts.
Maintains document retention database.
Ensures payment to vendors is within contract and budget thresholds.
Monitors milestone payment tracking, contract expiration dates, and change order compliance.
Works in close coordination and collaboration with the City Attorney's Office, which ensures that all City contracts are legally sound.
Guides and assists staff in the administration of grants (excluding transportation).
Coordinates receipt of awards and grant documentation; maintains proposal and funding records in database systems; and prepares reports and analyses.
Provides timely advice and information on funding opportunities, requirements, and procedures.
Oversees the City's Special Service Contract grant program.
Works with Council liaisons and the Special Service Contract committee to design and implement the scope, contract process and grant recipient reporting.
Directly assists with formulating, implementing, and designing City policies and procedures as they affect the administration of procurement, contracting, and grants.
Administers and maintains existing policies to ensure compliance.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
